ACTIVITIES
Mr.
Lieberum served as The National Chairman for the Legislative Sub-Committee
and Membership Development Chairman for Pennsylvania. of the American
Gem Society from 1987 - 1991. He was Past President of the Delaware
Valley Chapter of the International Society of Appraisers (1988-1992).
He is the recipient of the ISA Distinguished Service Award for his
Legislation efforts in 1989. In 1993 he was awarded the International
Society of Appraiser’s National Legislative Award.
He has also testified for the purpose of introducing legislation
for Personal Property Appraising and has testified to the Pennsylvania
State Consumer Protection Committee at hearings to establish Certification
of Real Estate Appraisers. as well as having previously served as
Expert Consultant to the Philadelphia District Attorney's Office
and State Senator Stuart Greenleaf with reference to Appraisal Legislation
and Colored Stone Treatment Legislation
Mr. Lieberum has also served as Expert Advisor for the Philadelphia
District Attorneys' Office of Economic Crimes. He has served as
an expert witness and trial consultant for many consumer fraud cases.
Some of the larger cases are Manookian v. American Express, a large
and very publicized class action suit, and Commonwealth of Pennsylvania
v. Ronald Perlstein / Ronald Perlstein Discount Diamonds (Criminal
and Class Actions ).
He has been featured in numerous articles about consumer fraud cases
in Rapaport Market Report, Philadelphia Magazine, National Jeweler
Magazine, Executive Jeweler Magazine, Modern Jeweler Magazine and
Jewelers' Circular Keystone Magazine. He has appeared on television
on numerous occasions with Herb Denenberg ( WCAU ), Consumer Investigative
Reporter, Philadelphia local TV show AM Philadelphia (WPVI) and
Steals and Deals (NBC CABLE NEWS ) and on various radio talk shows
in the Delaware Valley and Florida Areas. He acted as a consultant
to ABC News - "Prime Time" Show on diamond misrepresentation,
switching and treatment which aired on November 4,1993.
He has researched the copyright laws, and the effect of those laws
for appraisers and has created and authored many documents and contracts
enabling appraisers to copyright their work product, thus solving
many mis-use and copyright infringement problems for the industry.
The scope of his original Copyright work was first presented at
the ISA and updates are currently being written for presentation
for other interested parties..
He was a speaker at the ISA International Conference in Chicago
in 1992 presenting his lecture titled; "Copyright Law, Contract
Law and The Appraiser" to the general attending membership.He
was also a speaker at the 1994 ISA International Conference in Boston,
MA. He has also lectured at several ISA Southern Florida Chapters,
Greater New Jersey, and Pennsylvania Chapters about appraiser's
legal liabilities, warranty issues, ethical considerations for appraisers,
UCC and Lanham Act issues, and consumer fraud appraising.
Mr.
Lieberum has lectured many times to the Jewelers Association of
Greater New York, the International Society of Appraisers, The GIA
Alumni Association, The American Gem Society, Rotary International
and the New Jersey Soroptomists' Club speaking about gemology, misrepresentation
and appraising in the jewelry industry. He has lectured at the Museum
of Natural History in Philadelphia for the Delaware Valley Mineral
Club.
Mr.
Lieberum coordinated the formation of the FTC Response Committee
of ISA and is the major author of The International Society of Appraisers
and American Gem Society's RESPONSE TO THE FEDERAL TRADE COMMISSION'S
revision to the Jewelry Industry FTC Guidelines for both The International
Society of Appraisers and the American Gem Society. The result of
this effort was the production of a 200+page guide containing recommendations
for the amendments and correction to the currently existing FTC
Unfair Trade Practices Guides for the Jewelry Industry.
Previously,
the Guide was last revised in 1979. The Jewelers' Vigilance Committee
has submitted a petition to update the Guides and response by other
related industries. This revision was presented and taken into consideration
by the Commission in late September of 1992. The current revision
is lacking in protecting the consumer from deceptive practices through
the use of incompetent and fraudulent appraisals. Comments, additions
and corrections to the Guides will be submitted for review by the
Federal Trade Commission Director presented by the International
Society of Appraisers, Ltd. and the American Gem Society's Appraisal
Committee for inclusion of the new, revised Guide.
In January of 1993, he was a Guest Speaker at Florida Atlantic University's
Continuing Educational Program of Appraising Personal Property,
lecturing on Consumer Fraud, Appraising and Breach of Contract issues
for dealers, collectors and merchants.
He was
appointed as Chairman of the International Society of Appraisers
Grievance, Review & Ethics Task Force serving till 1994.
Currently, he is authoring a new "DocuNovel" entitled
"For All It's Worth", and a legal treatise about Valuation.
